Surface Treatment Guidelines

While surface treatments were not considered during the analysis since they are best identified on a case-by-case basis, they can be beneficial. The FAA Advisory Circular 150/5370-10H, Standards for Specifying Construction of Airports, identifies the following surface treatments permissible in certain situations:

  • Emulsified Asphalt Seal Coat (P608)
  • Rapid Cure Seal Coat (P-608-R)
  • Chip Seal Coat (P-609)
  • Emulsified Asphalt Spray Seal Coat (P-623)
  • Emulsified Asphalt Slurry Seal Surface Treatment (P-626)
  • Thermoplastic Coal Tar Emulsion Surface Treatment (P-629)
  • Refined Coal Tar Emulsion Without Additives, Slurry Seal Surface Treatment (P-630)
  • Refined Coal Tar Emulsion with Additives, Slurry Seal Surface Treatment (P-631)
  • Asphalt Pavement Rejuvenator (P-632)

All of these should only be considered for pavements that are in good condition and are showing few to no signs of structural deterioration. It should be noted that the MassDOT Aeronautics Division has decided to temporarily halt the use of coal tar products until additional environmental research shows these coal tar treatments are environmentally safe.
